Elena Tsoy, PhD, is a clinical neuropsychologist and Assistant Professor at the UCSF Edward and Pearl Fein Memory and Aging Center and the Global Brain Health Institute. She specializes in the early detection and diagnosis of neurodegenerative diseases in medically, economically, or educationally disadvantaged populations. Her work focuses on multicultural neuropsychology, social determinants of health, and addressing healthcare disparities in Alzheimer's disease and related dementias (ADRD).

Dr. Tsoy earned her PhD in counseling psychology from the University of Massachusetts Boston. She completed her predoctoral internship in clinical psychology at Tewksbury State Hospital and pursued advanced training through a postdoctoral fellowship in neuropsychology at the UCSF Fein Memory and Aging Center.

Through her clinical practice and research, Dr. Tsoy aims to develop and implement scalable cognitive and clinical assessment tools to support early detection and precise monitoring of neurogenerative disorders. She directs several NIH- and foundation-funded programs that develop and validate novel cognitive assessment tools tailored to different cultural and linguistic communities. Her work addresses the unique challenges faced by these populations, with the overarching goal of advancing dementia prevention and care and laying the groundwork for diagnostic and therapeutic practices that benefit all older adults.
